Heat a small pot with water over high heat. Once it boils, add ramen (or noodles). Cook according to the instructions on the package.

Drain water from the noodles and place the noodles in a bowl
In a large heat proof bowl, add minced garlic, chopped green onions, chilli powder (or chilli flakes), black pepper powder, white sesame seeds, and salt.

Heat oil in the pot over medium high heat for 2-3 minutes or until sizzling hot.
Turn off the heat then immediately pour the oil over the bowl. Enjoy the sizzle and mix well.
Add in the cooked noodles, soy sauce, and vinegar. Mix it into the hot oil mixture.

Finish with some chili oil/sauce, white sesame seeds, or chopped green onions, if desired.
